NACSA HOLDS GPC III PROJECT SESSION

National Commission for Social Action (NaCSA) on Wednesday 9th September, 2020 at its head office conference room in Freetown held a Technical Review Committee (TRC) meeting to deliberate on the list of approved 2021 feeder roads construction rehabilitation under the Pro-Poor Growth Peace and Consolidation III (GPC III) Project funded by German Development Bank.

The technical review committee meeting which  brought together stakeholders drawn from Sierra Leone Road Authority (SLRA), Road Maintenance Fund Administration (RMFA), Ministry of Economic Development and Planning, cross section of NaCSA Management, District Councils’ Chairmen and Chief Administrators of the four districts where GPC Project covered include Kailahun, Kono, Koinadugu and Falaba districts aimed at participants making meaningful contributions for the finalization of the proposed 2021 feeder roads construction.

Making his opening statement, NaCSA Commissioner, Abu Bockarie Kokofele disclosed that the GPC Project is funded by the German Development Bank through a financial cooperation between the federal government of Germany and Sierra Leone government with NaCSA the implementing agency of the project.

He said that one of the critical elements of the project is to consult widely with all stakeholders in the technical review committee meeting once annually or each time a new round of feeder roads construction, paddocks and grains stores are rolled out. He encouraged the participants to ensure the deliberations are fruitful and would realize the objective of the meeting.

Giving an overview of the GPC III Project, NaCSA Deputy Commissioner, and Dr. Max Kyne disclosed that the overall goal of the project was to consolidate peace and specific objectives include improved employment among young people in rural communities through provision of economic infrastructure like construction of drying floors, feeder roads, cattle rearing, and bridges, among others.

She furthered that GPC III Project spans from 2019 to 2023 with support from the German Development Bank to the tune of Euro20M backed with counterpart funding by the government of Sierra Leone to the tune of Euro1.4m.

She disclosed that the project operations cover infrastructural investment, support to district councils for feeder roads maintenance, training of relevant stakeholders in rural communities and NaCSA staff. She further underscored the significance of the TRC meeting and how they would move forward to collaborate and avoid duplication of programmes and resources in the rural communities.
