After Receiving CEO Supreme Audit Institutions, CJreaffirms commitment to accountable and independent judiciary

Sierra Leone’s Chief Justice, His Lordship Hon. Justice KombaKamanda, has assured the Chief Executive Officer (CEO) of the African Organisation of English-Speaking Supreme Audit Institutions (AFROSAI-E), Madam MeisieNkau, that while collaboration between independent institutions is essential for enhancing accountable and transparent service delivery, the Judiciary remains firmly committed to maintaining the highest standards of accountability and transparency to further strengthen public confidence in the administration of justice.

Welcoming Madam Nkau and her delegation, the Chief Justice described the visit and the discussions focused on institutional collaboration as both appropriate and timely. He emphasized that for independent institutions to operate effectively, financial independence is crucial.

“We need financial independence,” the Chief Justice stated, adding, “We must take practical steps to achieve this so that we can effectively perform our duties as independent institutions.”

He commended AFROSAI-E for its work in supporting the independence and efficiency of Supreme Audit Institutions across Africa, noting that no country can function effectively without the vital oversight provided by the Auditor General and professional auditors. The Chief Justice underscored that auditors play an indispensable role in service delivery by examining financial records, evaluating internal controls, and ensuring compliance with laws and regulations.

He further welcomed AFROSAI-E’s commitment to continuous capacity building, affirming that the Judiciary is ready to partner in efforts aimed at equipping staff with the necessary skills to enhance productivity and competence in the discharge of their duties.

In her remarks, Madam MeisieNkau expressed gratitude to the Chief Justice and the Judiciary’s leadership for their dedication to promoting accountability and transparency. She explained that AFROSAI-E, established in 2005, is a member-based organisation that strengthens public audit institutions in English-speaking African countries.

Madam Nkau highlighted the organisation’s mandate to enhance the capacity of its 26 member Supreme Audit Institutions (SAIs) through professionalization, training, and quality assurance, ensuring they effectively audit government spending and adhere to international standards. Hosted by the Auditor-General of South Africa, Madam Nkau added that AFROSAI-E also provides a platform for peer learning, knowledge exchange, and the implementation of best practices in public sector auditing.

“AFROSAI-E plays an enabling role in the region by sharing information with its members and supporting them to perform their mandates more effectively,” she said. She also stated that the organisation places strong emphasis on building both individual and institutional capacities to ensure member SAIs deliver their responsibilities with the highest levels of efficiency and effectiveness.

In attendance were Supreme Court Justices, the Acting Deputy Auditor General and senior management staff of the Judiciary.
