Parliamentary Committee Tables Oversight Report on Communications Sector

The Chairman of the Parliamentary Committee on Communications, Technology and Innovation, Hon. Boston Munda, tabled his Committee’s Oversight Report in the Chamber of Parliament on Thursday, 18 December 2025, following an inspection of communication facilities across Sierra Leone.

The Committee conducted an oversight visit to key communications institutions in Freetown from 21st to 26th August 2025, with the objective of assessing the operations, progress, and challenges within the country’s communications sector.

Presenting the report, Hon. Munda noted that the Committee observed significant strides by the Ministry of Communications, Technology and Innovation in developing and implementing policies aimed at strengthening the sector. However, the report also highlighted persistent challenges, particularly in infrastructure development and resource allocation.

During the visit, the Committee inspected major telecom operators, including Africell, Orange, and Qcell, revealing varying levels of infrastructure development, service quality, and customer satisfaction. The Committee also reviewed the regulatory role of the National Communications Authority (NATC), acknowledging efforts to ensure compliance with industry standards, while noting challenges in enforcement and spectrum management.

The assessment covered SALPOST and Sierratel, evaluating postal and telecommunications services, and identified gaps in service delivery and infrastructure requiring urgent attention. The National Cybersecurity Coordination Centre was also assessed, highlighting the need for enhanced resources, technical capacity, and institutional strengthening to respond to emerging cyber threats.

The Committee evaluated the Universal Access Development Fund (UADF), identifying challenges in fund utilisation, project implementation, and sustainability. Recommendations included improving infrastructure development, strengthening the regulatory framework, increasing resources for the National Cybersecurity Coordination Center, enhancing service delivery, and increasing funding for UADF.

Hon. Munda emphasised that the oversight visit aimed to ensure the communications sector operates efficiently, supporting national development. The findings and recommendations will guide future policy formulation and parliamentary oversight activities.
