In a robust budget debate, Hon. Moses Edwin, Member of Parliament for Bonthe district representing the Sierra Leone People’s Party (SLPP) and Chairman of the Committee on Internal Affairs, strongly urged the government to review the existing agreement with Netpage, the company contracted to print Sierra Leone’s National Passport.
Hon. Edwin expressed serious concern about the current contract that it offers little or no financial benefit to the government of Sierra Leone. According to him, the issue was brought to his attention after listening to a video interview between the Chief Immigration Officer Mr. Moses Tiffa Baio and the Truth Media on social media platforms. All revenues generated from the sales of passports goes directly to Netpage, leaving the state with minimal returns.
He emphasized in his words: “Such an arrangement undermines the revenue generation drive especially when the State is in dire need of revenue to finance the 2026 budget”.
The MP further highlighted operational issues, stating that Netpage is operating from within the Immigration Department’s premises; using the Staff, office space and utilities, including electricity without paying any fees. He described this situation as appalling.
Hon. Edwin therefore called for an urgent and comprehensive review of the agreement to ensuring transparency, accountability, and a fairer revenue sharing model that seeks the nation’s interest.
His statement adds to growing public concern over the management and oversight of national identification and travel documents. Many observers believe that revisiting the contract could help improve service delivery, enhance government revenue, and strengthen institutional control over key national assets such as passports.
