MoPED, Freetown, Tuesday 12 January 2021— The Minister of Planning and Economic Development, Dr. Francis Kai-Kai, today, addressed the seventh (7th) meeting of the forum of stakeholders on ECOWAS Monitoring and Evaluation (M&E) system, proffering key recommendations in the adoption of the draft ECOWAS M&E policy.
The virtual meeting, convened by the ECOWAS Commission was to provide a platform for the ECOWAS Monitoring and Evaluation system in order to ensure that the regional integration programs of the community have the desired impact on member states and community citizens.
In his opening statement, Minister Kai-Kai thanked the ECOWAS Commission for the tremendous efforts and resources put into producing an ECOWAS M&E Policy that would ensure value for money in the implementation of the Community’s programs and projects.
He said that they had extensively reviewed the draft policy document, which according to him, was highly strategic and focused on improving the ECOWAS internal planning, programming, and result management. Dr. Kai-Kai noted that if successfully implemented, the policy would enhance the prospect for better returns to program investments in the country.
While applauding the useful M&E tools articulated and key concepts clearly defined in the draft policy, the Minister noted with special appreciation the principles and guidelines cover the entire strategic range of the Results Delivery Chain, including procurement of goods and services.
Among his recommendations delivered, the Minister noted that while they welcome the M&E capacity building plan of the policy, it should be extended to National Offices and Ministries responsible for implementing critical ECOWAS programs. He said the manual must also emphasize the digitization of the ECOWAS M&E system to enhance data collection, storage and sharing.
