In the ongoing FY2026 bilateral budget discussions with Ministries, Departments, and Agencies, the Acting Director of Government Information Services, Ministry of Information and Civic Education, Emmanuel A.B. Turay, has stated that their key deliverables for 2026-2028 include strengthening information policies and systems, developing the national records and archives programme, and promoting civic engagement initiatives.
He further outlined that the Ministry of Information and Civic Education (MoICE) aims to implement the Open Government Partnership to ensure transparency, accountability, and citizen access to information.

He stated that the strategic plan includes expanding civic clubs in government and government-assisted schools, providing digital and technical resources for outreach, and improving government communication infrastructure, including broadcasting and printing services.
Therefore, the Ministry of Information and Civic Education (MOICE) is requesting a budget of NLe92,219,166 for FY 2026.
In another development, the Ministry of Communication, Technology, and Innovation presented a budget estimate of NLe34.84million for the fiscal year 2026. Presenting the budget, Deputy Minister Paul Tucker noted that the Ministry would focus on expanding e-government services, increasing Email accounts for the government from 2,000 to 3,000, and rolling out digital tools to enhance collaboration and service delivery.
He highlighted that the Ministry’s strategic priorities for 2026 include expanding broadband and digital services nationwide, strengthening digital government frameworks to improve efficiency and enable data-driven decision-making.
Chief Director Mohamed M. Jalloh noted that inadequate tools and mobility constraints affect the institution’s operations. He added that through the new initiatives, MoCTI aims to position Sierra Leone as a regional leader in technology and innovation, delivering efficient, inclusive, and sustainable development for all citizens.
