MoCTI, SALPOST, GIG Logistics Signs Pact to Improve Sierra Leone’s Postal Sector

The Government of Sierra Leone, through the Ministry of Communications, Technology and Innovation (MoCTI), has entered into a landmark Memorandum of Understanding (MoU) with the Sierra Leone Postal Services Limited (SALPOST) and GIG Logistics Technologies Limited (GIGL) of Nigeria. The agreement establishes a framework for collaboration to modernize postal and logistics services nationwide, supporting innovation, efficiency, and national development.

The signing, which took place at the New Brookfields Hotel in Freetown, represents a pivotal moment in Sierra Leone’s digital transformation and logistics modernization agenda. It brings together government and private-sector expertise to strengthen the country’s postal infrastructure, expand logistics capacity, and create new opportunities for employment and business growth.

Strengthening National Infrastructure

The MoU lays the foundation for a strategic partnership between MoCTI, SALPOST, and GIG Logistics to enhance the country’s postal and logistics systems through modernization and technology integration. The partnership aims to improve service delivery, facilitate trade, and promote inclusive access to logistics solutions across urban and rural areas.

The MoU outlines six key objectives:

1. Strengthening postal and logistics services nationwide

2. Facilitating digital transformation through the establishment of postal and ZIP codes

3. Expanding logistics and warehousing support for key government ministries and agencies

4. Extending financial services such as remittances, agency banking, and foreign exchange.

5. Optimizing SALPOST’s existing infrastructure and real estate

6. Promoting job creation and adherence to Sierra Leone’s local content policy

Partnership for Innovation and Growth

This partnership aligns with Sierra Leone’s national vision for digital transformation under the leadership of MoCTI. It reflects the government’s commitment to developing strong public–private partnerships that support technological innovation, economic inclusion, and sustainable job creation.

The ceremony was attended by Hon. Salima Bah, Minister of Communications, Technology and Innovation; Hon. Paul Hingha Tucker, Deputy Minister; Dr. Edward Sandy, Executive Director of the National Investment Board (NIB); Dr. Abdulai Sankoh, Director of the Public–Private Partnership Unit; Mr. Stevenson Kamanda, Postmaster General; and Mr. Braima Katta, Managing Director of SALPOST.

Also present were Mr. Sebastine Osita, Chief Executive Officer of GIG Logistics, and Mr. Enahoro Okhae, Chief Executive Officer of GIG Mobility, both representing the GIG Group of Nigeria. Their participation marks the first step in introducing the wider GIG Group to Sierra Leone, with the goal of expanding cooperation into transport, mobility, and other technology-driven sectors.

A Renewed Vision for SALPOST

During the event, Mr. Braima Katta provided an overview of SALPOST’s long-standing role in Sierra Leone’s communications landscape. He highlighted the company’s establishment in 1990 and Sierra Leone’s membership in the Universal Postal Union (UPU) since 1962. SALPOST currently operates 35 offices across the country, connecting Sierra Leone to 192 international destinations under the UPU mandate.

The collaboration with GIG Logistics signals a new era for SALPOST — one focused on innovation, service excellence, and expanding access to modern postal and logistics solutions that meet the needs of today’s economy.
