The National Public Procurement Authority (NPPA) has officially kick started the User Acceptance Testing (UAT) exercise for the Electronic Government Procurement (E-GP) system. The activity is currently taking place at the NPPA’s state-of-the-art E-GP Training Room, located at Lotto House in Freetown brought together carefully selected staff from the NPPA and various Ministries, Departments, and Agencies (MDAs). This critical phase of the E-GP implementation is being conducted in close collaboration with Perago, the lead solution provider, and IT Warehouse, the local technical support partner.
The UAT is a significant milestone in the E-GP journey. It is the stage in a digital system rollout where the intended users test the platform to ensure it meets functional, technical, and operational requirements before it goes live. It provides an opportunity to identify and resolve any gaps, errors, or user-experience challenges in a controlled environment. For the NPPA, this is a crucial step in its drive to digitize public procurement and reflects its commitment to delivering a system that is user-friendly, transparent, and efficient, while aligning with Sierra Leone’s procurement laws and international best practices. For MDAs, participation in the UAT provides hands-on experience with the platform before its full deployment, helping procurement practitioners build confidence in using the system and preparing them to champion its adoption within their respective institutions. For Perago and IT Warehouse, the UAT represents a validation of their joint development and integration efforts, with feedback from NPPA and MDA staff guiding final refinements to ensure the system performs optimally in the Sierra Leonean context.

Remarkably, this entire process has been going smoothly without a single glitch, a testament to the forward-looking leadership of Chief Fodie J. Konneh, the Chief Executive of the NPPA, whose vision continues to drive innovation and reform in Sierra Leone’s procurement landscape.
Following the completion of the UAT, the NPPA will roll out a Training of Trainers programme to empower selected staff across MDAs to cascade knowledge and skills to their colleagues nationwide. This will be followed by a comprehensive nationwide awareness campaign and stakeholder engagement drive, designed to ensure that suppliers, contractors, service providers, civil society, and the general public are fully informed about the new digital procurement system and the benefits it brings.
The commencement of the UAT marks another bold step by the NPPA in advancing procurement reforms through technology. It underscores Sierra Leone’s growing commitment to transparency, accountability, and efficiency in the use of public resources, while reinforcing the NPPA’s leadership role in transforming the public procurement landscape.
