NRA Commissioner General Celebrates Two Years in Office with Significant Achievements

Thursday 4th, December, 2025, marked the second anniversary of Mrs. Jeneba J. Bangura as Commissioner General of the National Revenue Authority (NRA).

Under her leadership, the NRA has experienced remarkable revenue growth, major reforms, and enhanced public engagement.

In 2024, domestic revenue reached NLe 14.560 billion, representing a 44.2% increase from NLe 10.100 billion in 2023. The tax effort improved by 2.7 percentage points, with compliance rates for large taxpayers rising from 79.3% to 83.3% and medium taxpayers increasing from 54.6% to 66.2%. Corporate and personal income tax compliance averaged 79.8% and 78.2%, respectively, while PAYE compliance reached 67.6%.

Mrs. Bangura has strengthened collaboration with international partners, including the World Bank, IMF, African Development Bank (AfDB), HMRC, FCDO, ATAF, EU, UNDP, UNECA, and GIZ

Notably, she hosted the WATAF 7th High-Level Policy Dialogue and the 21st General Assembly. Her efforts also fostered better coordination with ministries, departments, and, agencies (MDAs), the Audit Service Sierra Leone (ASSL), the Anti-Corruption Commission (ACC), and border agencies.

Key reforms initiated during her tenure include the establishment of the NRA’s first data warehouse, the integration of various data systems such as ITAS, ASYCUDA, ECR, and NTRS, and the implementation of excise tax stamps and fuel marking. She has expanded the NRA Mobile Payment App to additional agencies and automated the vehicle circulation levy while also finalizing a new financial reconciliation system.
Service delivery has significantly improved, with the installation of four containerized service centres in Freetown. The publication of the audit charter and the implementation of the 2022 HS Code in ASYCUDA World have further streamlined trade processes.

In addition to overseeing critical research initiatives, including block registration and tax exemption studies, Mrs. Bangura has produced the first Data Management Strategy and published a groundbreaking Gender Balance Maturity Model (GBMM) Policy Brief.
She has enforced tax reforms in the Finance Acts of 2023, 2024, and 2025, ensuring key measures are integrated into ITAS and ASYCUDA.

Staff welfare has also seen improvements through salary increases, promotions, departmental strengthening, and the reinstatement of the staff medical scheme.

Mrs. Bangura’s two years in office reflect clear progress, stronger systems, and improved revenue performance for the National Revenue Authority.
